H.Paabort have experience in the field of youth work since 1997. More comprehensive national youth work experience has been gained since 2008, when H.Paabort took up the post of CEO at the Association of Estonian Open Youth Centres. This role included the responsibility to monitoring of different projects. Under the leadership or with the help of H.Paabort several current youth work programs and support instruments were created in cooperation with the Estonian OYC team. Since 2015, H.Paabort is responsible for the NEET youth support service (Prop-Up) in Estonia. H.Paabort has experience in designing and developing an electronic youth center monitoring tool. Studies in the sociology curriculum of the University of Tartu have also contributed to the development of a more evidence-based system, which has provided good knowledge of various analytical techniques and theories related to human behaviour. Heidi Paabort defended her Master's thesis on a systemic approach to support NEETs.
